Open-source UEFI tool lifts Tensor Core rate limits on GeForce RTX 20, 30 and 40 cards before the driver loads

nv-uefi-unlocker applies firmware-level register changes from a boot USB before the Nvidia driver loads and must be reapplied after each cold boot; RTX 50 cards are not supported and gains have not been independently verified on every card.
