New York senators file RAISE Act 2.0 with independent audits of frontier AI developers

Bill S10731 from Sens. Gounardes and Fahy, introduced 28 October, adds 'frontier examiner' reports and requires large developers to report risk assessments every three months and within 72 hours of a substantial rise in assessed risk; it is in the Rules Committee.
