Korea puts Upstage's Solar Pro 4 model on its government-only AI network for civil servants
The domestic model runs through Samsung SDS's FabriX on a pan-government platform that passed a National Intelligence Service security review; usage numbers are not given.
Why it matters
Governments that cannot send internal files to commercial chatbots are building closed AI networks instead, and Korea's runs models, data and GPUs centrally so agencies need not buy their own servers. Civil servants can use Solar Pro 4 to check whether draft ordinances conflict with higher laws, draft replies to complaints and summarise policy papers, with answers linked to statutes. It puts a home-grown model inside the state, a goal of Korea's sovereign AI push. Watch adoption by ministries and local governments.
